Systematic Suppression of Student Voters

 

EIRS election hot line cases reported on election day in various states.  There was no complete search

for student related problems in most states.    These were compiled mostly while searching for other problems. 

The cases identify a major systematic effort by Election Officials and GOP activists in some areas to prevent

students from voting on election day across the country and in most states.   Similar to the effort to suppress minority vote.

Told them she wanted to be Independent but they registered her as a Republican. She just recived her card. Happened to a lot of people

on her campus at Univ of South Florida. There was article in the school paper to that effect

 

015309 10/26/04, 11:24 AM PST Other Tampa , Hillsborough County, Florida A University of South Florida student reports that about 5 or 6 weeks ago,

she signed a petition circulating on-campus that sought support from all those who support tougher laws for child molesters. The Caller, a registered Democrat,

was aware that the individual approaching her was a Republican. However, that fact, in her opinion, was irrelevant since she was being asked to support a non-partisan

effort to secure the safety of all children. Therefore, along with many other USF students, she signed the petition. However, unbeknownst to the Caller and clearly

without her intent or permission, the petition was used to re-register her as a Republican

Caller reported scam whereby college age person got her to fill out change of voter registration form, under pretext that it was in support of an effort to strenghten child

molestation offender registration laws. Caller found out today (via letter in school paper) that this was a scam, which also happened on other college campuses,

including Central Florida University, whereby people's party affiliation was changed to Republican against their wishes or without their consent

After signing the forms they gave her she discovered that they had switched her voter registration from Democrat to Republican

Registered as Democrat, but received voter registration card indicating Republican. Seems to be a part of petition fraud. Told her that it does not affect her right to vote, but that she should call the board of elections to change her party after the election.

Orange County

013871 10/22/04, 8:11 AM PST Registration-related problem Orange County, Florida Caller's son was registered to vote in Orange County. Unknown to him someone then registered him in Leon County. The Leon County registration application was pulled and signatures compared. Her son's signature did not match the Leon registration signature. When he went to vote in the September election he was told his registration had been cancelled. He was allowed to cast a provisional ballot. Caller also indicated that recently 1400 photocopies of voter registrations were submitted to the election office. Many of these were students from A&M university in Orange County. These registrations may be thrown out because original registrations were not provided. Caller believes that someone is falsely registering voters in improper counties. She believes this is being done to prevent voters from casting votes in their proper counties come election day.

 

010443 10/18/04, 9:22 AM PST Registration-related problem University of Central Florida, New Port Richey, Orange County, Florida The caller's daughter, who attends University of Central Florida in Orlando, was approached to sign a petition. It turned out that what the person had her sign (saying that it was an affidavit to verify her signature) was a voter registration form. The next thing she knew, she was registered as a Republican in her home county of Pasco. The girl was furious and both she and her mum called the county clerk and sorted the individual situation out for her, but she wanted to report that she was not the only one who was approached to sign up in this way.[P]

 

 

 

Leon and Alachua Counties: Students at Florida State, Florida A&M, and University of Florida. some of whom signed petitions to legalize medical marijuana or impose stiffer penalties for child molesters, unknowingly had their party registration switched to Republican and their addresses changed. Switching voters' party affiliations does not affect their ability to vote in the General Election, but changing addresses does, because when voters shows up at their proper polling places, they will not be registered there. About 4,000 potential voters in all have been affected

She went to another polling locations and was told that the polling locations that she went to was correct. Student went back and was allowed to vote. Carller says a number of FAMU students are being turned away and told that they are at the wrong place. Supervision of election was called. Tons of people at FAMU are being turned away or give provisional ballots. It is a historically Black college.

Volusia

031153 11/02/04, 6:45 AM PST Voter Intimidation; Machine problem; Long lines city Island, Daytona Beach, Volusia County, Florida Caller lives in Daytona Beach in Volusia County. Caller and grandson a first-time voter, voted early this weekend at City Island. They report the following: 1) Many African-Americans were present in line, particularly from Bethune Cookman College. Bethune had put buses together to get students to the polls. 2) At least 3 police officers were present at the polling place. One was a deputy sherriff. One was a correctional officer. The correctional officer was huge, at least 6'3" and imposing. The officer, for whatever reason, was blocking the line. When the line entered the polling place, the officer would stand at the door way and block people from entering. He was holding people who were affiliated w/Kerry from entering the polling place, at least for 5 minutes. Eventually, Kerry voters were allowed inside. The CO was "approving" toward those voters openly affiliated with Bush. The police presence was confusing and intimidating the voters, including Grandson. One woman who was a Kerry voter was blocked by the CO -- he actually held his hands and arms out to block her and then when she stopped, he turned his back to her to block her further. 3) When voters, excluding Grandson, finally got to vote -- there were massive "glitches." Grandson was told that the phone lines were experiencing trouble and that not all lines got a connection. Voters could not vote electronically, apparently. They voted manually. However, for each person who showed up to vote, they had to verify by phone that the voter could vote. Once they were "verified", they could vote. 4) Caller's family wonders whether their vote will even count. For reasons that apparantly have been noted in the news, but not explained, the county is recounting these votes. No one has said why or what has happened. Caller's family wonders why wasn't early vote simply shout down? At least they could have voted today. 5) Caller noticed while waiting 1 1/2 hours for her grandson that Deputy Sherriff was effectively preventing Kerry workers from working. Pulled up and parked a huge truck next to them and obscured Kerry workers from voters. Bush workers then put a large Bush sign in the window of the truck. 6) One of the officers present was a female police officer who was apparently guiding or moving the line. When the line moved in a shady area, the police officer restructured the line in Caller' view to purposely make people wait outside polling place and in the sun. She (Caller) suspects that she was trying to make people uncomfortable enough so that they wouldn't vote. 7) Spoke with EP lawyer and was advised to have the Caller fax a statement. The Caller agreed. The fax will be directed to Lawyer's attention and more.

 

 

Palm Beach County

Called Fri Oct 29, they said they were having problems but they had sent out all absentee ballot forms and they should be received by Mon. Asked "If I don't receive it what happens?" They said "You don't get to vote." Also said she would have to send it FedEx and she would have to borrow money. Mail came, it wasn't there.

Broward County

EP Hearing(affidavit) ,Cheryl Grenning,   Testified on behalf of her son who is a student at UCF.    We agreed that the best situation for him was to maintain his registration at his home address in Florida and vote by absentee ballot.  He began calling the supervisors office in Broward County on August 18 and called many times and spent more than 40 minutes of cell phone time over several days trying to get an absentee ballot sent.  But he was never able to actually talk to anyone about sending him a ballot.  So she looked into what he had to do and suggested he register over the internet.  He registered over the internet on Oct 15.   But with the election fast approaching they began to worry when he never received a ballot.   They looked into other options and decided to call Senator Nelson’s office, who called the Broward S.O.E. office and assured us that a ballot would be Fed-Exed on Oct 27.   He went to the office to get it and stayed all day but it never came.

She is driving to different precincts-- wants to report that zero tapes from ivotronics are printed as October 11 2004 -- the precinct is supposed to be dating the tapes October 18. She attended "Logic and accuracy testing" training-- none of the early voting machines were present at the Logic and Accuracy testing. None of the spanish language machines were present at the logic and accuracy testing. Most flagrant problems are at the Coconut Creek precinct at the North regional-BCC (Broward Communiyt College) Library. She asked a series of questions and they wouldn't answer. She noticed issues re: absentee ballots. At the BCC Library they are accepting absentee ballots and they are putting them in an improper container and are handling the absentee ballots improperly. Today they won't tell her where absentee ballots are being stored, etc. They weren't logging in affirmations of early voters. Before the voting started, they are accepting absentee ballots at the early polling sites in violation of the regulations.

Long lines

University of Miamia-Convocation Center-Coral Gables, FL, Miami-Dade County, Florida

Father (who lives in LA) called after getting a call from his daughter at the University of Miami. She just finished voting after waiting 4 hours in line, and when she came out from voting, the line was even longer. Apparently there is only one polling place for the entire university and surrounding neighbors. Polling place has 5 booths, but only 4 are working. Many newly registered, first-time voters are very unhappy.

Absentee-ballot related problem

Voter requested an absentee ballot in early October - sent it in the same as her roommate. Voter never received her ballot (as of 11/2) but her roommate received an absentee ballot. Voter called the Elections Department to check, the Elections official said that he didn't see her request for an absentee ballot, but he had her temporary address which voter only gave on her request for an absentee ballot. Department of Elections sent her a new registration card to her temporary address in Illinois. Voter called and told the Department that she did not need a registration card. The Department of Elections representative stated that it didn't matter anyway because it was too late for her to get it in time to vote. (This call took place on Tuesday, October 26th). Voter sent a new request form by federal express. She then called to explain that she was sending it by overnight mail. Voter says that she called to inform the Department of Elections and was told they would send her the ballot by overnight mail and that she should return it by overnight mail using the federal express account number of the department of elections (this call took place on October 29th). As of November 2nd, however, she has not received the overnight mail package containing her absentee ballot. She is a student attending school in Illinois.

registered in oregon. re-registered in ca when she moved, before deadline of october 18. tried to register this morning, but won't allow because she wasn't registered in county. problem of wrong zip code preventing registration?

Absentee-ballot related problem; Provisional ballot problem

cal state fullerton/ golleher alumni house, fullerton, orange county County, California

voter registered in alameda county end of september. requested absentee ballot. verified yesterday with alameda: absentee ballot had been sent. however, voter never received ballot. tried to go to closest precinct to vote with provisional ballot, and was refused provisional ballot by different three people.
