Registration-related problem

Rio Rancho, Sandoval County, New Mexico

Voter was looking for place to register to vote, went to DMV and library and they were out of the forms, went to post office. Someone was outside the Post office registering people to vote. He just wanted forms, she gave him forms and said she had to keep the completed form, he couldn't mail them on his own. That was in September. Doesn't know exact date. Then he started following up with the County Clerk's office, he called October 13-- they said they were still processing the forms and couldn't give him information, today they said they never received his registration and that it's too late to register. He was registered to vote previously in San Diego, California.
