Then he told me he received a call from someone who identified as being from the GOP and told him his polling spot had been destroyed by a hurricane, and gave him a different address. He then called the local Republican party and told them about this phone call. They asked for his name and address and told him his polling place was actually 60 miles away, not the one listed on the Palm Beach Co. Supervisor of Elections website.

045998 11/02/04, 3:48 PM PST Dirty Tricks Coco Woods(#5070), Del Ray Beach, Palm Beach County, Florida Voter received a call on 11/1 from a woman claiming to be from the Democratic Party. The woman told the voter that her polling place had been changed to a location which was unfamiliar to voter. As it turns out, voter's polling place has not changed, and she was able to vote, but she was very disturbed by this call. Voted noted that she is an elderly Jewish woman, and she wondered whether there had been other voters in her community who had received these types of calls. Voter also indicated that she a lot of trouble w/ the touch screen machines. She had to press it repeatedly in order to get her vote recorded. She was ultimately able to do so, but she considered it a very cumbersome process.

When they arrived at 7120 they were not allowed to vote there and were sent back to 7124. The people were very frustrated as a result because of this run-around.

ID card says precinct 4012. Voter 1 arrived at polls at 8am. She waited in line for 50 minutes to vote. She presented her ID card to poll workers. Her daughter (not with her) is newly registered. Polling officials asked if her daughter was supposed to vote here, looked at her ID card and told voter 1 she was not in correct precinct although she has always voted here. Voter 2 called number provided by legal voting rights team volunteer (1-800-win-fl04). They looked up & confirmed he is at right precinct*. Voter 2 and Voter 1 re-entered the polls at approximately 9am. At 9:10 they exited the polls and had not voted. They were told inside that due to redistricting 2yrs ago. *This information was appearently incorrect - VRT volunteer called back and learned the info was incorrect. (rob yalen) They have access to Secretary of State's website where incorrect information precinct and polling location had been changed to 4013. They were never informed of this change. Both voters proceeded to the other polling location. EP volunteers gave them the 866-our-vote hotline number if they have problems - Voter 2 said he has tried before to use that line and it is busy. Our hope is that their second attempt to vote is successful. We wish we could confirm that the polling location they have been told "Baptist Church around the corner" is correct.

At various times of the day (8:30 - 1:00 PM) I observed numerous Del Ray police and sheriff vehicles and armed officers on site. The main concern was the police vehicle gauntlet at the parking lot entrance. Two to four vehicles (SUVs and cruisers) with 2-4 officers standing at entrance. (NOT directing traffic) and at times up to 6 total including sheriff. Add to this the fact that the front lot had up to NINE additional sheriff's vehicles parked (this is a county building, but the cars should have parked off-site or out of sight.) Lastly, at approximately 1:00 there were sheriff's deputies standing with the Republican "certified" "officials" in the hallways at the entrance to the polling room. (Layout attached)

Officer/Sheriff's Dept Harrison demanded that EP personnel leave the parking lot where people were coming up to us to complain about lines, absentee ballot and provisional ballot problems and the lack of enough personnel in the polling place to process voters. Of seven machines, only two were in use at any time. The officer said that we must vacate all county property and could only stand on the sidewalk in front of the building. Since all cars went into the parking lot, we had no chance to aid anyone.

Voter pled a felony down to a misdemeanor. She say she has no felony conviction she was told she has lost her voting rights because of a felony conviction. The provisional bochasn't been opened yet and before hasn't approved that when it was approved she had an incomplete ballot. Her complaint to poll workers went unheeded because they didn't want to listen to her after she was belligerent in response to being told she was a disqualified felon.

Beverlye Neal, State NAACP, many thousands had been purged from the voter roles improperly and have not had their registrations restored. There were long lines in early voting and long lines in minority precincts. Not enough working machines or workers.

At primary Dem party took down all information - she called 2 weeks later and it wasn't done - was told (Supervisor of Elections)even though you might not get a card "Don't worry, you will be on list to vote." Today she came and was not on list. After much protest on her part, she finally found one poll worker to help. She filled out forms and was allwoed to vote. But this only after repeated calls and being told all was okay (which it wasn't).

She saw a poll worker turn away two people who had a voter registration cards but did not have a picture IDs. This voter noticed that the individuals who were turned away were either minorities or young voters. This voter also complained because her hearing impaired son was told that he'd have to wait 15 minutes to have an audio ballot set up for him. Instead of waiting for the workers to set this up, the voter read the ballot to her son. This voter also complained that the site was set up so that the voters did not have privacy - other voters could easily see the ballots of individual voters

Voter approached voting tables for particular precinct. Voter given ballot than told to vote at a machine. Machines (10) were apparently not set up to distinguish between precincts (ie, a voter could vote at any machine - regardless of the precinct table at the polling place. Voting machines were all in the same room.) Voter asked if his vote would count if he voted on the "wrong machine" (ie a machine linked to a different precinct) and was told by the poll manager "I dont know". Voter believes that his vote may not count if he voted on the "wrong machine" -ie outside of his precinct. Believes that this is a way of getting people to vote on the "wrong machine" and therefore cancel their votes. Voter subsequently videotaped the site and processes.

Detailed analysis of effects of apparent vote machine fraud and voter suppression in minority precincts in Palm Beach County: Based on voter reported irregularities to the EIRS election hotline(www.voteprotect.org)

Since only a relatively small portion of voters had the knowledge and motivation to report irregularities, only a small portion of total irregularities were reported, but Florida had the largest number of reported irregularities of any state and the thousands of reported irregularities serve as a good paper trail of election fraud and irregularities in the 2004 election.

The analysis found that precincts with reported machines that were switching votes from Kerry to Bush had a significantly larger swing of the Dem vote percentage between 2000 and 2004 than the average for precincts without reported vote switching, with a swing of 6.8% on average.

2000 to the 2004 elections, with a swing of 7.8% on average for such precincts. It seems ironic that precincts with extremely long lines correlated with extremely low official turnout compared to other precincts. Exit poll data showed that a higher percentage of Democratic voters voted for Kerry in 2004 than for Gore in 2000, over 90%, and that Independent voters preferred Kerry by a significant margin.

But while the Democrats had an 8 to 1 advantage in new registrations in Palm Beach County between 2000 and 2004 and had a major get out the vote campaign, the Republican vote total increased more than the Democratic vote total. Similar occurred in neighboring Broward and Dade counties and in other touchscreen counties.
