Polling Place Changes

Went to his old polling place and there was nothing there and no sign indicating new polling place.

 

058387 11/18/04, 7:13 AM PST Registration-related problem Mt Pleasant Baptist Church, Orange County, Florida Voter, elderly man,

was put in affidavit line which hardly moves. So he left without voting. Voter was put in this line because he wasn't on the list.

Voter's drivers license and registration card matched.

2160 N Hiawasee Road, Orlando, Orange County, Florida Voter registered and vote at 620 in 2000 - had no change in address or registration,

but 620 told her she wasnt on the rolls and gave her affidavit for provisional ballot. Voter was kept waiting to receive ballot by man at computer,

who was wearing partisan clothing, was not helpful. She could not wait any longer and had to leave without getting provisional ballot.

Was told by coworkers to try her old district first. Got there at 6:30 after work and was told that she would get a provisional ballot and that it would count.

After waiting an hour, she was told that she could not vote at all. If she had been told to go to her new precinct, she would have been able to vote there.

Voter feels the system has let her down!

The lines are so long, people can't even pull into the parking lot. According to the Election FAQ, the election officials are supposed to be able to bring ballot to her, but she can't even get into the area to ask for a ballot.

058241 11/17/04, 12:11 PM PST Registration-related problem; Identification-related problem; Long lines; Other polling place problem Shiloh Baptist Church, Orange County, Florida Voters at Shiloh and perhaps elsewhere who could not be cleared to vote were sent to a different line. The line moved very slowly - 15 voters processed in 90 minutes. Many problems were simple, like a voter being in the wrong precinct. The main problem was caused by the poorly-designed system for dealing with voters who could not be immediately authorized to vote. The polling staff had to call commissioner's office to look up voter records, and often waiting on hold to do so. The polling place(s) had laptop computers, so the entire registration file of Orange County should be been put on each computer, so it could be accessible to all poll workers, without having to call commissioner's office.

I called atty. who recommended asking or a provisional ballot, then recommended affidavit and regular ballot. I went in to the polling place and attempted to help; was told by supervisor that I cannot assist voter or be on the telephone. Meanwhile, voter, away from work, is being made to wait for an extended period while poll staff looks up each individual who is filing an affidavit or who has another complication.

Some voters where told they did not have to wait for a booth the vote. Filled out ballots. Many used their own pens, but a different official said they had to use the felt tip pens in the booth or their votes would not count. Ballots were the "complete the arrow" type of paper forms.

Told if she had called main election office caller would know what to do. Caller told another poll worker, on the phone, about previous worker. The rude poll worker then wanted the phone back and continued to be very rude. Caller left. [P]

 

058421 11/18/04, 7:49 AM PST Other polling place problem Lake Sherwood Pres. Church, Orlando, Orange County, Florida, Gentleman was very ill (heart attacks and cancer)and wanted to vote. He was with his wife and they had been bounced around to different precincts. By the time they got here, they were tired and frustrated. They were told it was the wrong precinct, but by this time, they were so frustrated, they decided to give up and go home. He is a Vietnam War Vet. and wanted to exercise his right to vote  (poll worker confusion, misfeasance)

There is a huge backlog of unprocessed cases.   Ex-felons are also not being given the information they need by Dept. of corrections to facilitate their getting their rights restored.

Requested absentee ballot from Orlando and received a ballot that was partially filled in. The ballot is on file at the Cutler Ridge Library in Miami. Called the clerk's office in Orlando and spoke to Norma who told her since she moved she could vote absentee for amendments but could not vote for president.

The caller received a call from the affected voter, who was sent an absentee ballot without presidential candidates listed on it. She always votes absentee. But this year, her ballot had only the "amendments" on it, and not the presidential candidates.

When the mom requested on October 5th an absentee ballot --Bd of Elections for the county, she were told he is not registered. The deadline has passed and he cannot vote. She has heard that on the news that this is a problem in Orlando, FL.

022883 11/01/04, 11:55 AM PST Registration-related problem Orlando, Orange County, Florida She moved from NC to FL in September 2004. She registered in Orange County, but was told to send her application to Tallahassee. Two weeks passed and she checked with the election office and was told her application was mailed from Tallahassee to Orange County, so there was a delay. On Sept. 27 she received a letter stating that she didn't include the last 4 digits of her social security number on her application. On Sept. 28, she sent the application back with her entire social security number. She called on October 1 to confirm that the process was complete. She then called the state board of elections of Orange County a few times during the week of October 25th and was told she was registered by a woman (possibly named Pat). She called finally on Friday and proceeded to her polling place on Kaley St. where she was told that because the information about her SSN didn't arrive until after October 5th, she couldn't vote and would have to cast a provisional ballot. She claims that she sent the info to the Orange County office on the 28th of Sept. and it is within the same city so it should've arrived the next day. The officials at the polling place claimed that the information about the SSN was stamped as received October 6th (the deadline was the 5th). She is requesting that she be contacted and advised about her rights in this situation. She also claims that she was registered in NC and she had requested an absentee ballot, but when FL confirmed numerous times that she was registered, she disregarded her NC absentee ballot and opted to vote in FL instead.

She reactivated at Wheatly Elem School on 8-10-04 thru America Coming Together. She went to vote today -- 11-1-04 -- and was made to vote by prov. ballot because she was inactive on rolls. Called ACT & they said they did everything right. btw, last time she voted & reactivation, she added a hyphenated married name. [P]

About 2 weeks ago, after the registration closed, so after 10-4-04, he called the Orange County Board of Electors .. they had his name in the computer but said that he failed to put his date of birth on the form. OCBE claimed they'd sent him a letter, but he never received it.

About a year and a half ago, she moved and when she changed driver's license, she changed voter registration address as well. Today when she went to polling place, they told her she wasn't registered. When she left, you met a lawyer inside who told her to file a provisional ballot. she returned to do that and was told by election officials that she could not receive a provisional ballot if she was not registered. Because they had no record of registration, she was not allowed a provisional ballot.

010443 10/18/04, 9:22 AM PST Registration-related problem University of Central Florida, New Port Richey, Orange County, Florida The caller's daughter, who attends University of Central Florida in Orlando, was approached to sign a petition. It turned out that what the person had her sign (saying that it was an affidavit to verify her signature) was a voter registration form. The next thing she knew, she was registered as a Republican in her home county of Pascoe. The girl was furious and both she and her mum called the county clerk and sorted the individual situation out for her, but she wanted to report that she was not the only one who was approached to sign up in this way.[P]


 

013871 10/22/04, 8:11 AM PST Registration-related problem Orange County, Florida Caller's son was registered to vote in Orange County. Unknown to him someone then registered him in Leon County. The Leon County registration application was pulled and signatures compared. Her son's signature did not match the Leon registration signature. When he went to vote in the September election he was told his registration had been cancelled. He was allowed to cast a provisional ballot. Caller also indicated that recently 1400 photocopies of voter registrations were submitted to the election office. Many of these were students from A&M university in Orange County. These registrations may be thrown out because original registrations were not provided. Caller believes that someone is falsely registering voters in improper counties. She believes this is being done to prevent voters from casting votes in their proper counties come election day.

She mentioned that the candidate was for re-establishing voting rights for first time offenders and she spoke with others who are voting at precinct and he appeared on their ballots.

053487 11/05/04, 12:09 PM PST Registration-related problem Stoneybrook Golf Course, Winter Gardens, Orange County, Florida Registered at her community college (Valencia Community College) but the college never turned in the forms. All the people are being turned.

Voter stated that absentee ballot had been returned to Board and he should have been able to vote. This happened to 8 or 9 other while he was there, i.e., told they couldn't vote because they were absentees even though they were not.

Robert Larr, EP,  In Precinct 214 people were being sent by poll workers to the wrong precinct, waiting in long line to find out they were at the Wrong precinct.  Many then just left.  This also happened in other precincts, mostly Afro-American precincts.

 

Marie Palmer, NAACP,  Not enough poll workers, machines, and locations at Early Voting, very long lines.

 

Gary Kolson, Orlando EP, Precinct EBL had confusion regarding correct precinct, voters were being sent away and then

Returning,  there were hostile poll workers.

 

Marcie Randolph, Orlando, Senator Bill Nelson’s Office;    We got calls from people having problems with touch screen switching, who couldn’t get absentee ballots, and didn’t know where to vote from all over the State.   They couldn’t get access to the S.O.E. offices to deal with their problems.

This included college and overseas people.  We have names and information about these cases.

 

Bethjaida Bello-Billini, poll watcher, Orlando Precincts 22&23(same location)  There was much confusion, long lines, etc. The computer to determine which precinct to vote at was not working and the

Voters did not know where to vote. This was causing delays and the people were upset.  There also were not enough tables or pens and confusion over Spanish ballots. Poll workers could not keep a proper tally of votes.  Poll workers weren’t properly trained- they were giving out much misinformation.

There were waits of 1 ˝ hours outside and that much inside also.

 

Juana Isabel Muzog, Orlando;   I went to vote at 7:30 am.  The Sheriff was standing at the door, he was running for office.  Standing in line Bush workers were handing out vote sheets.  S.O.E. said that the 25 foot rule was not being enforced.

 

Tamecka Pierce, Pine Hills, Orange Co., lots of Creole people.  Their were no translators or a ballot they could read so many could not vote.  There were long lines(3 hours). Many were being turned away without being able to vote. Some who had voter cards were not allowed to vote. In Washington Shore, voters didn’t get their cards sent out. They had Drivers License but many were not allowed to vote. 

 

Osceola County:

Juan Diaz, I got a phone call at home saying I could vote on a different day, after the 2nd.  My neighbor got call saying the precinct was closed and go to different precinct- but doing this results in provisional.

 

Peter Lacli,  A candidate ran for County Commission in 2000.  At the end of the day and votes counted he was ahead 2000 votes.  The next day the office found lots of absentee ballots and they were almost all Republican and he was informed he lost.

      The same thing happened in 2004.  Osceola has more Democratic voters and at the end of the day 2 Democrats thought they won as they were well ahead when they went to bed.  But the next day they found lots of absentees that weren’t counted before and the Republicans had most of them and they said they won. 70% of the absentee ballots were obtained from the office in the last 3 days prior to the election.
