Three precincts were voting at this polling station. Two were
moving along fine with very short or nonexistent lines, while one was moving
very slowly and had a line of about 70 people stretching out of the building.
When I arrived, another EP volunteer was negotiating with the poll manager to
have them split the registration log in two to allow more than one voter to
check in at the table. Two poll staff were at the
table doing no work while the Manager insisted that the log be kept in one
spiral binder. Matter never resolved. Outside monitors reported some people
drove up to the polling place, slowed down and drove away after looking at
the line. This could be a problem as the long line was actually for only one
of the three precincts inside. Any voter approaching the polling place would
most likely just enter the line. One student was told she could vote
provisionally but could not vote the whole balllot beacause the ID that she had (student ID) did not have an
address on it that matched the address on the registration log--although it
was from another address in Washoue county. Other
students whose ID's did not have addresses were told to come back and return
with a bill or somethig that had their name and
address on it. I did not believe that th elaw required that the name and the address on an ID both
match for a first-time voter. The at-a-glance reqs
that EP gave us said the requirement was a "valid photo ID."
