The first is that the registered voters were not on the books at the site. Second, there is a 90 minute wait. Third, the ballot machines were not working and the ballots were being placed in boxes. Fourth, the site is requiring all the registered voters who do not have ballots file a provisional ballot. Shannon Andrews complaint is the last fourth issue. She has been voting for 10 years. This summer she moved and updated her voter information in June 2004. She was not listed on the voters books and had to file a provisional ballot.
