Nobody was present at entrance to guide voters to the correct line (there are three wards, 4L, 4M, 4N). Many people went in the wrong line, waited and eventually learned they had to go to a different table. People were furious. Also, the three lines were not labelled clearly and the signs were attached to the voting tables and not visible because the lines obscured them. One voter was fuming. He was turned away from all three tables and said he'd leave. We begged him to stay and eventually he was allowed to vote. Contact lawyer at the scene for more about this. We attempted to get an election volunteer to man the door but nobody came. [P]

One man (Simon Wilkes) reports that 6 - 7 voters left because no time to continue standing in line after 1 or 2 long lines. He requested an absentee ballot. He never received it but was told it was mailed out earlier in the month when he was in the hospital. He currently is still ill -- is on oxygen. He was told if he brought another letter to the election officials office they would give him an absentee ballot. He did that but then they said they wouldn't give him one until they received the original absentee ballot back in the mail. He feels maybe its because he is a registered Democrat. He was told to go to the post office and file a formal complaint which he did. They still won't let him have an absentee ballot.

Jammed or inoperable voting machines were reported throughout the city. As a result of the most recent investigation, it is the investigators’ determination that the members of the Lucas County Board of Elections, at the time of the November 2004 election, were directly responsible for the inefficient and unorganized management of the election process in their county. Listed below, in order of importance, are areas of grave concern:

  • Failure to maintain ballot security;
  • Inability to implement and maintain a trackable system for voter ballot reconciliation;
  • Failure to prepare and develop a plan for the processing of the voluminous amount of voter registration forms received;
  • Issuance and acceptance of incorrect absentee ballot forms;
  • Manipulation of the process involving the 3% recount;
  • Disjointed implementation of the Directive regarding the removal of Nader and Camejo from the ballot;
  • Failure to properly issue hospital ballots in accordance with statutory requirements;
  • Failure to maintain the security of poll books during the official canvass;
  • Failure to examine campaign finance reports in a timely manner;
  • Failure to guard and protect public documents;
  • Lack of staff election plan;
  • Current administrative operations; and,
  • Non-compliant areas of the administrative oversight status mandates.
