I have been on the phone with caller all morning. She is the precinct leader for 852. There are 3 precincts voting in the same election. The election judge for precinct 852 is still not at the polls and the polls were supposed to open 3 1/2 hours ago. It is freezing cold there and there are hundreds of people in line to vote. Many people are leaving the lines without voting. The judges for the other 2 precincts after a while started taking voters from precinct 852 as well. However, there are still only 2 judges so the lines are very long. People are waiting well over and hour to vote, but many are just leaving because they know the judge is not there and it is so cold. Moreover, one of the 2 judges that is there (for either precinct 844 or 855 (unknown which)) told a voter that he could not have a receipt for his provisional ballot. THe voter demanded his receipt and one of the other election judges leaned over and said "That's why you should have been at the training." In other words, the "judge" has not been trained. So, all in all, there is one judge that is missing for 3 1/2 hours and one of the other judges in untrained. Provisional ballot receipts are not being issued. [P]

This was a follow-up call to CASE #35471 with precinct leader of 852. The polls have now been open for 4 1/2 hours and the judge still has not appeared. There are 3 precincts voting at the same location and 2 of the judges are there (although one of those 2 judges was not trained). Those judges are taking people from the 852 precinct (whose judge is not there) and that is shortening the lines a LITTLE. However, that is mainly because it is the middle of the day now. She is worried the lines will get out of control again and people will leave once it is lunch hour and after work. Election Commission officials were supposed to go there hours ago and still have not appeared. [P]

Caller is a poll watcher and was at precincts 807-809 (two precints in same polling location) and precinct 808, all three of which are in predominantly african-american neighborhoods. Caller reports that numerous voters at 807-809, all of which were african american, had voted before and lived in the neighborhood for years (some of which served jury duty) were turned away because their names were not on the rolls. The precinct did not know what to do. A democratic lawyer took some people to the county clerk's office for emergency registration and these voters were able to vote by regular ballot. Some voters were able to vote at precincts 807-809 by provisional ballot. Precinct 808 used to be at the same polling station as 807-809 but this year it was moved a mile away and voters were not informed until a week before the election. Some voters who showed up at 807-809 were, after a democractic poll watcher placed a call to the county clerk's office, told to go to 808, which was the location of their designated polling place. When they arrived, a blond, white lady outside the 808 polling station falsely told them that it was not a voting location and that they could not vote there. There were two large signs outside 808 advising voters that it was indeed a polling station. This lady was not a poll worker. Some of these people returned to 807-809 where a democratic poll watcher called the county clerk's office and reconfirmed that 808 was indeed a polling station and that these voters were supposed to vote there. Caller reports that some of these voters returned to 808 and did in fact cast their ballots. When Caller arrived at 808, the lady was not there.

Election judges turning voters away because of misguided interpretations of new election laws. Voters who never got to cast their ballots because they never received requested absentee ballots.

Election judges in Boulder, Denver, Jefferson, Douglas and Weld counties gave incorrect instructions to voters about IDs, and more alarmingly, sent dozens of these voters away without allowing them to cast ballots. Some judges incorrectly told provisional ballot voters that they should only vote for president. Some judges were still redirecting voters to other polling places or clerks' offices minutes before the close of polling instead of offering provisional ballots.
