He felt that this individual was causing other voters to leave without voting because the atmosphere was very tense with the two election officials arguing and the hostility of the one official. He is concerned that the top was torn off the provsional ballot in error or that possibly the official was trying to deliberately spoil the ballot. He did not receive a ballot and she called twice and was told that the application was "in the works."
